#ARCTIC. #SIBERIA. THIS IS TAIMYR. The State Duma at the plenary session adopted in the third and final reading a draft law on the creation of state background monitoring of the permafrost state. It is proposed to conduct it on the basis of the observation network of Federal Service for Hydrometeorology and Environmental Monitoring.
The document prepared by the government of the Russian Federation introduces into Russian legislation such definitions as “permafrost soil”, “state of permafrost” and “permafrost degradation”. The task of monitoring is to record changes in permafrost soils in order to promptly respond to possible emergencies and ensure a safe and comfortable life for the Arctic zone population.
At the first stage of the project implementation in 2023, according to Interfax, it is proposed to develop monitoring methods and test them in the Arctic zone. In particular, it is expected to take into account the experience of the Federal State Budgetary Institution Arctic and Antarctic Research Institute in organizing monitoring points located on the Svalbard, Franz Josef Land, and Severnaya Zemlya archipelagos. Subsequently, they will be included in the state background monitoring of the permafrost state.
The second stage of the project implementation – in 2024-2025 – involves the organization of monitoring throughout the permafrost area in the Russian Federation. Research will allow to control the melting process in the face of global warming.
