#ARCTIC. #SIBERIA. THIS IS TAIMYR. Using the Arctic resident and the Arctic hectare preferences, an entrepreneur from Arhangelsk will create an all-season resort with ski routes, eco-houses, restaurants, and snowmobiles on Krasnaya Gorka.
The resort will be built in the concept of ‘pure horizon’ – the houses will be in a checkerboard pattern at different heights, with a lot of sky and all communications underground. In summer, tourists will be able to fish, raft, go to foot tours, ride mountain bicycles.
“It was decided to realize the idea using the Hectare program, which was just starting in the region in 2021, as well as in the conditions of the AZRF (the Arctic Zone of the Russian Federation) special economic regime, because it is additional opportunities to obtain land and various benefits. On this basis, I developed a final business plan”, said the project manager Vyacheslav Rudalev.
According to the Far East and the Arctic Development Corporation, the businessman filed an application on the first day of the Arctic Hectare program launch, took the land on preferential lease without bidding – this is a preference of Arctic residents. The final preparation for construction is underway.
“An important aspect for the project is the ability to use the infrastructure of state support measures – there is land, and the next step is to obtain preferential lending, because the construction will be largescale – we plan to invest 200 million rubles in the project”, the entrepreneur explained.
Recall, the AZRF is the world’s largest special economic zone. It is located on the territory of nine Russian regions. Companies with investment in projects from a million rubles can receive the AZRF resident status, which allows investors to have a number of tax and other benefits.
For ten years, companies have been reducing the costs of property and profit taxes, pay reduced insurance premiums that are subsidized by the state. The procedures for obtaining land are simplified, it is possible to apply the procedure of the free customs zone.
The Arctic Hectare program is a simplified mechanism for obtaining land plots by citizens for the construction of housing and conducting economic and entrepreneurial activities.
Recall that in Norilsk, thanks to the program, the entrepreneur will build a dry snow deposit, and another businessman will help with the roads construction. In Norilsk, at the end of 2022, the first ownership of the Arctic hectare was registered in the Krasnoyarsk region. Acceptance of applications for land in our region continues.
