#ARCTIC. #SIBERIA. THIS IS TAIMYR. Krasnoyarsk region has the largest number of multi-child families among the regions of Siberia, the regional government chairman Sergey Vereshchagin reports.
In an interview with TASS, he noted that, as well as in the rest of the country, the total number of children born in the region has decreased by almost a third over the past eight years – from 41 thousand to 26 thousand per year. But at the same time, the birth rate is slightly higher than the average in Russia – 1.44 children per woman of reproductive age versus 1.41.
“Demographic declines are always difficult to overcome, but there is at least one obvious solution. If fewer families are created, then we need to make sure that these families themselves are as large as possible in composition, it is important to stimulate large families. And we are solving this problem in Krasnoyarsk region, we are seeing a gradual increase in the number of large families. Today we have more than 50 thousand of them, according to this indicator the region is in first place in Siberia”, Vereshchagin noted.
He recalled that since last year the regional legislation has changed, and a family remains large if it has three children not under 18, but under 23 (if they are receiving education in the full-time department). This made it possible to assign support measures to an additional 16 thousand families. Among such benefits there are benefits for housing and utilities, free travel for schoolchildren, free medicines for children under six, benefits for admission to kindergartens and others.
The regional maternity capital has been extended until 2030. The annual allowance for schoolchildren from large families has increased from two to ten thousand rubles plus a regional coefficient. About 50 thousand families receive such payments.
Since last year, certificates for the purchase of land plots or the construction of a house for large families have been in effect in the region.
Measures to support young families are being developed. Additional payments to young mothers under 23 in the amount of 100 thousand rubles are under consideration. This measure is planned to be launched next year, according to the calculations of the regional authorities, about four thousand such certificates will be issued per year, Vereshchagin noted.
It has become easier to apply for state support.
“A special service Social Navigator has been launched in the region – a portal that contains all possible support measures from all government agencies, including municipal services. Currently, about two thousand support measures are available there, and they are grouped by life situations so that people visiting for the first time can immediately get their bearings on what support is available to them”, the regional government head notes.
