#ARCTIC. #SIBERIA. THIS IS TAIMYR. Senior vice president and head of the Nornickel’s Norilsk Division Nikolay Utkin reported that, despite the difficult economic situation, construction of the new settlement of Tuhard in Taimyr will start in the second quarter of 2026. The project will be launched in full. The company’s top manager told TASS about this.
Tuhard arose spontaneously in the second half of the 20th century. At that time, representatives of the indigenous peoples of the North settled in temporary housing for workers near Norilskgazprom facilities – this was due to the proximity to communications and household amenities. The settlement turned out to be in the sanitary protection zone of the enterprise.
Currently, about a thousand people are registered in the settlement along with reindeer herders. There is a small school where students study from the first to the fourth grades. Children go to Dudinka to receive general secondary education. There is no management company in the village.
As a reminder, Nornickel was the first in the Russian Arctic to conduct the procedure for obtaining free, prior and informed consent (FPIC) for participation in the program for the resettlement of Tuhard residents and the village’s further development.
Tuhard residents gave their consent to move under certain conditions, which include the choice of social and communal infrastructure, as well as requirements for the appearance of the village, infrastructure for the development of reindeer herding. One of the important conditions for providing consent to move was the residents’ participation in all stages – from the village design to construction.
