#ARCTIC. #SIBERIA. THIS IS TAIMYR. The KMNSOYUZ has developed and launched a legal portal on the global network. On the Internet address kmnsoyuz.ru, starting from May, they publish analytical reviews of legislative changes that relate to the rights and interests of the indigenous peoples of Russia.
Monthly monitoring of legislative innovations includes such sections as federal and regional legislation, as well as draft laws and various state and business initiatives.
The first edition of the monitoring contains 42 documents. The April issue was prepared by the executive director of the KMNSOYUZ association Antonina Gorbunova. The review was sent to indigenous peoples’ organizations and experts, as well as to the relevant federal and regional departments, local authorities.
The development expert drew attention to five key innovations in monitoring. First of all, this is the federal program of state support for the traditional economic activities of indigenous peoples in the Arctic, strategic documents on the Arctic development, as well as regional initiatives.
Thus, in the Krasnoyarsk region, amendments have been made to a number of laws on measures to support the indigenous peoples of the North. The Yamalo-Nenets Autonomous Okrug worked out a decision on the payment of the so-called ‘chum capital’ to large families of nomads. Rosrybolovstvo (the main fishing managing organization of Russia) has published a new draft of fishing rules for the Far Eastern fisheries basin, regulating the traditional fishing of indigenous peoples.
Chairman of the KMNSOYUZ Council, vice-president of the of Indigenous Minorities of the North, Siberia and the Russian Far East Association on legal issues Sergey Sizonenko explained that the legal portal is constantly supplemented with information, analytics and thematic collections of laws.
